MISSION

ICLS provides legal and technical training, advice and support in order to ensure accountability for war crimes, crimes against humanity and genocide.

Our clients and the beneficiaries of our services include national, regional, hybrid and international courts, judges, prosecutors, defence counsel, court registries, governmental authorities, armed forces, non governmental organisations and businesses.

Board of Directors

Mr KEN ROBERTS (CHAIRPERSON), Deputy Registrar, ICTY. His previous positions include Senior Legal Officer, Appeals Chamber, ICTY; and Chief of the Legal Policy Unit of the Department of Justice in the UN Interim Administration Mission in Kosovo (UNMIK).

Mr REINHOLD GALLMETZER (TREASURER), Appeals Counsel with the Office of the Prosecutor of the Interntional Criminal Court. His previous positions include Legal Officer,Chambers, ICC; Associate Legal Officer, Chambers, ICTY; Judicial Training Officer, Kosovo Judicial Institute, OSCE; and Legal Consultant to the authorities in South Sudan and to the Criminal Defence Section of the State Court in Bosnia and Herzegovina.

Mr NORMAN FARRELL (SECRETARY), Deputy Prosecutor, ICTY. His previous positions include Senior Appeals Counsel and Head of the Appeals Section in the Office of the Prosecutor of the ICTY and ICTR; Legal Advisor on International Humanitarian Law, Addis Ababa, Ethiopia, and Advisor on International Criminal Law and International Humanitarian Law, Geneva, Switzerland, for the International Committee of the Red Cross; and Crown Counsel (Criminal Division) with the Attorney General for the Province of Ontario, Toronto, Canada.

Ms CATHERINE MARCHI-UHEL, International Judge, Pre-Trial Chamber, Khmer Rouge chambers.  Her previous positions include Head of Chambers, ICTY; International Judge, UNMIK; and Judge, France.

Ms KAORU OKUIZUMI, Judicial Officer, Criminal Law and Judicial Advisory Section, Department of Peacekeeping Operations, UN Headquarters. Her previous positions include Legal Adviser, UN Office of the High Commissioner for Human Rights, Nepal; legal adviser to the Registrar of the SCSL; and Chief of the Human Rights Investigations Desk of the UN Mission in Bosnia and Herzegovina. Ms Okuizumi is admitted to the New York State Bar.

Mr MICHIEL PESTMAN, Partner, Böhler Franken Koppe Wijngaarden law firm in Amsterdam, and defence counsel at Khmer Rouge chambers. A member of the Amsterdam bar, he was a defence counsel at the SCSL and a member of the team representing Bosnia and Herzegovina before the International Court of Justice in their action against Serbia for genocide.

Dr ROD RASTAN, Legal Adviser, Jurisdiction, Complementarity and Cooperation Division, Office of the Prosecutor, ICC. His previous positions include Chief, Special Response Unit/Human Rights Office, UN Mission in Bosnia and Herzegovina; Legal Adviser, EU Police Mission; Legal Consultant, UN Good Offices Mission in Cyprus; and Human Rights Officer, UN Mission in East Timor.

Mr RICHARD ROGERS, Chief, Defence Support Section, Khmer Rouge chambers, Cambodia. His previous positions include Chief, Legal System Monitoring Section, OSCE Mission in Kosovo; and legal adviser, ICTR and ICTY chambers. He practised as a criminal defence barrister in London and as an international litigation attorney in California.


Former members of Board of Directors

Mr DAVID TOLBERT (former Chairperson). President, ICTJ, and inter alia former Registrar, Special Tribunal for Lebanon; Assistant Secretary-General and Expert on United Nations Assistance to the Khmer Rouge Trials; Deputy Prosecutor, Deputy Registrar and Chef de Cabinet to the President at the ICTY; and Executive Director of the American Bar Association Central European Law Initiative.


Executive Director

Mr GABRIëL OOSTHUIZEN. (He heads the Secretariat; he is not a member of the Board of Directors.)  His previous positions include Associate Legal Officer in a trial chamber at the ICTY and Head of the Legal Unit in the UNMIK Department of Justice. He is a member of the Royal Institute of International Affairs (Chatham House) in London, and he has written a book on the Southern African Development Community (SADC) and other publications on international law and international affairs. He recently wrote a report on the sexual-violence elements of judgments of the ICTR, ICTY and SCSL for the Department of Peacekeeping Operations of the UN Secretariat in support of its implementation work on UN Security Council resolution 1820 of 19 June 2008.
